NC says HoR dissolution unconstitutional

KATHMANDU, Sept 20: Nepali Congress (NC) has declared the dissolution of the House of Representatives (HoR), following the September 8–9 protests, as unconstitutional. The party’s Central Executive Committee (CEC), which met at the NC office in Sanepa, Lalitpur, on Friday, decided to consult and coordinate with other parties before taking further steps.



The meeting, the first since the Gen-Z-led two-day uprising that triggered a power shift, expressed deep regret over human casualties and damage to public and private property during the protests. NC also called for a thorough investigation into these incidents.

The CEC condemned the attack on party President Sher Bahadur Deuba and his wife, Arzu, during the protests. Min Bishwakarma, head of the NC Department of Publicity, told reporters that Deuba, currently under treatment, required 12 stitches on his head.


During discussions, leaders, including Krishna Prasad Sitaula, stressed that the party should prioritize reinstating the HoR. However, General Secretaries Gagan Kumar Thapa and Bishwa Prakash Sharma, along with leaders Shekhar Koirala, Bimalendra Nidhi, and Mahendra Yadav, argued that preparations should now focus on the elections scheduled for March 5. After a debate, the committee agreed to finalize its stance after consulting with other parties.


In addition, General Secretary Thapa proposed party restructuring and reorganization to better respond to the country’s current situation, recommending an immediate regular or special general convention. His proposal received support from General Secretary Sharma. Once President Deuba recovers, the matter will be further deliberated at a Central Committee meeting.
