Bhattarai, who was in Tikapur to inaugurate the second municipality council was also shown black flags by the Maoists.
The council was held at the premises of the municipality under a tent which the agitators attempted to destroy before police intervened. Once out of the tent, the Maoists pelted stones at the minister.
State Minister Bhattarai was escorted to Tikapur´s Armed Police Force camp.
