KATHMANDU, July 1: The CPN (Maoist Center) has demanded the resignation of Ramhari Khatiwada, Chair of the State Affairs and Good Governance Committee, and the committee secretary.

Speaking to journalists at Singha Durbar on Tuesday, lawmaker Madhav Sapkota said both should step down over the alleged forgery involving the "cooling-off period" provision in the Federal Civil Service Bill 2080 BS.

"If he was not involved, then where did the altered provision come from, contradicting what he had signed? Even if he wasn’t directly involved, the chair and secretary should resign on moral grounds," Sapkota said. "A high-level or parliamentary investigation committee must be formed to punish those involved. Otherwise, the supremacy of Parliament cannot be upheld."

Sapkota further stated that the committee's meetings cannot proceed until the chair resigns and an investigation committee is formed.

Earlier on Sunday, the Parliament passed the Federal Civil Service Bill 2080 BS, including the vital provision regarding the “cooling-off period,” as per which bureaucrats or civil servants must wait for at least two years to be eligible for appointments in constitutional and other institutions.

Following the passage of the bill, it has been met with backlash from the leader of opposition parties, including the leaders from the ruling alliance.
