KATHMANDU, July 16: The parliamentary probe committee has begun taking a statement from Ramhari Khatiwada, Chair of the State Affairs and Good Governance Committee, over controversial changes made to the Civil Service Bill.

The committee, led by Nepali Congress lawmaker Jiban Pariyar, began questioning Khatiwada at the Parliament Secretariat in Singha Durbar on Wednesday. The seven-member committee is tasked with probing how a key amendment, allowing post-retirement appointments within two years if made by the government, was inserted into the bill passed by the House of Representatives.

The clause, which was not in the original draft passed by the parliamentary committee after extensive deliberation, sparked concerns after appearing in the final version endorsed by Parliament. The investigation aims to determine how and when the phrase “except those appointed by the government” was added.
