KATHMANDU, July 1: Nepali Congress (NC) leader Dr. Shekhar Koirala has stated that unauthorized changes made to the Federal Civil Service Bill 2080 BS are a grave offense.
Taking to his Facebook account on Tuesday, Koirala expressed that unauthorized alteration of the bill , which was presented in parliament by consensus, is not an ordinary incident but a serious crime against the country and its people, as well as an insult to the sovereign parliament.
Bill bars local units from recruiting civil servants

He urged that those involved in such actions be subjected to the strictest possible punishment and that the altered provisions be restored to their original state immediately. No further proceedings on the bill should continue without a proper mentioning of a cooling-off period, he wrote.
He further wrote, "Unauthorized alteration of the Federal Civil Service Bill, which was presented in parliament by consensus, is not a normal event but a grave offense against the country and its people and an insult to the sovereign parliament. Those involved in such actions should be immediately subjected to the harshest punishment, and the altered provisions should be restored to their original state today. The further proceedings of this bill should not and must not continue without a cooling-off period."
Earlier on Sunday, the Parliament passed the Federal Civil Service Bill 2080 BS, including the vital provision regarding the “cooling-off period,” as per which bureaucrats or civil servants must wait for at least two years to be eligible for appointments in constitutional and other institutions.
