Subcommittees fail to settle some disputes

KATHMANDU, June 17: Various five subcommittees formed under the Constitution Drafting Committee (CDC) of the Constituent Assembly (CA) have failed to settle some of the disputed issues in constitution writing.

The subcommittees are scheduled to submit their reports on Wednesday, while the disputes would be sent back to the full CDC meeting.The subcommittees failed to resolve disputes on the wording "pluralism" in the preamble of the new constitution and on the political arrangement for transitional period following promulgation of the new constitution. The preamble subcommittee decided to submit its report to the full committee after parties refused to budge from their previous stance on the issues.

Similarly, the committee decided to forward the dispute on citizenship provision to the full CDC meeting after some lawmaker demanded equal treatment to men and women marrying Nepali citizens. "We decided to forward some unsettled issues to the full committee as we are running out of schedule," said committee member Sita Gurung.

The executive subcommittee also failed to finalize its report in consensus following dispute over whether or not to include special structure, autonomous region and protected areas in the new constitution. Though the issue had been finalized in the draft earlier, Nepali Congress (NC) and CPN-UML demanded removal of the provision claiming that the parties had agreed to remove it while signing the 16-point agreement.

"We have almost finalized all issues forwarded to our subcommittee in line with the 16-point agreement, but a few issues have been forwarded to the full committee," said Rewati Raman Bhandari, member of executive subcommittee.

Legislative, Judiciary and fundamental rights subcommittees have almost finalized their report in consensus. Drafting committee has been directed to finalize first draft of the new constitution by June 27.
