Indian media reported that the protest was organized by opposition Rajya Sabha members outside the Election Commission office in Delhi. They accused the Election Commission and the ruling Bharatiya Janata Party of manipulating voter lists in the Lok Sabha elections and the Maharashtra and Haryana state elections.
Indian police said the arrests were made because the gathering exceeded permitted limits, with too many people assembling without approval.
