Prez Paudel returns Constitutional Council Amendment Bill for review

KATHMANDU, July 24: President Ram Chandra Paudel has returned the Bill to Amend the Constitutional Council (Functions, Duties, Powers, and Procedures) Act, 2066, to the House of Representatives for reconsideration.

According to Presidential Press Advisor Kiran Pokharel, the President sent the Bill back to the originating House on Thursday, citing that the proposed amendments contradict the spirit and intent of the Constitution, as well as democratic values, norms and globally accepted practices.


The Bill had been endorsed by both the House of Representatives and the National Assembly and was presented to the President for authentication on July 15. However, exercising the authority granted under Article 113 (3)(b) of the Constitution, the President has withheld authentication and sent it back to the parliament for a review.
