Speaking at a Legislature-Parliament meeting today, Bhattarai said the CA is formed once in an era. The new constitution promulgated through the CA will institutionalize the movements of the past. The agreements reached with various quarters of the society are the basis of the constitution. The new constitution is going to be the common document of the diverse voices and ideologies.
Bhattarai went on to say that no agreement had been reached to overthrow the monarchy. It was overthrown by the movement. Nowhere in the world is the monarchy found to have been outsted.
Now we cannot move back to the past from the republic and democracy.
It is a waste of time to launch discourse on this issue.
Once a deal is sealed to federate the nation based on the identity and resources, it is unfair to bypass the identity while federating the country.
The existing administrative system will not remain once we have already agreed on central, provincial and local bodies.
The regional and zonal and district bodies will not remain intact. We have our own constituencies under the new federal system. There will be 165 constituencies from 240. The other agreement reached so far is on secularism. All are free to follow his or her respective religion. We should not unnecessarily politicize this issue of religion.
Nepal is a multicultural, multi-religious country. The inclusive and proportional representational democratic system is another characteristic of the new constitution.
No one should be deprived from the equal rights. So we should not detest the agitating groups rather they should be called for talks taking them into confidence. The peace can be maintained through dialogue - not through military force.
Our ultimate is goal is not tension but to maintain truth and justice. Denouncing the Kailali incident, we should move toward promulgating the new constitution, said Bhattarai.
