KATHMANDU, Aug 5: Chairperson of the Rastriya Prajatantra Party (RPP) Nepal, Kamal Thapa, has said that no one can evade responsibility in the controversy surrounding the 'cooling-off period' provision in the Federal Civil Service Bill, 2080 BS.
Referring to the report submitted by a special parliamentary committee formed to investigate the tampering in the bill, Thapa said the State Affairs and Good Governance Committee (SAGGC)’s Chairperson, Ramhari Khatiwada, should resign on moral grounds.

“If we go by the findings of the investigation committee, Khatiwada must resign on moral grounds,” Thapa wrote on Facebook. “The committee secretary should be dismissed, and the lawmakers who passed the bill without thoroughly studying it should collectively apologize to the public.”
Thapa's statement comes in response to Khatiwada's recent claim that while there may have been mistakes in the bill, he was not personally responsible.
The special committee, led by Nepali Congress lawmaker Jeevan Pariyar, submitted its report to Speaker Devraj Ghimire on Tuesday. The report concluded that the primary moral responsibility lies with SAGGC Chairperson Khatiwada for the controversial alteration in the provision that prevents a civil servant or any other government employee who resigns or retires from being appointed to any constitutional or government position for two years from the date of resignation or retirement.
