KATHMANDU, Sept 24: To oversee the reconstruction of structures damaged during the Gen-Z movement, the government has established a new Physical Infrastructure Reconstruction Committee, chaired by Finance Minister Rameshore Khanal.
Other members include Urban Development Minister Kulman Ghising, Home Minister Om Prakash Aryal, and Chief Secretary Eknarayan Aryal, with the Secretary of the Urban Development Ministry serving as the member-secretary.
The committee is tasked with mobilising the necessary financial resources, supervising repair work, and coordinating the reconstruction of public and government buildings affected by the unrest. It will also develop a detailed reconstruction plan and assign responsibilities to relevant government bodies.

The committee’s term is initially one year, with a possible six-month extension if required. During the Gen-Z protests on September 9, several key government offices, including Singha Durbar, the President’s Office, and the Supreme Court, were damaged by violent groups.
For this purpose, a dedicated fund will be created to finance the rebuilding effort. Contributions will come from the federal, provincial, and local governments, as well as donations from individuals in Nepal and abroad.
The fund may also receive in-kind or financial assistance from foreign governments, international organisations, donor agencies, and corporate social responsibility programmes, with prior approval from the Finance Ministry required for any foreign or international support.
Funds will be used to restore damaged infrastructure, purchase essential equipment, furniture, and machinery, and support recovery, relief, and rehabilitation programmes.
The Urban Development Ministry will oversee the implementation of reconstruction projects based on the committee’s guidance and will assign responsible agencies. All programmes must prioritise essential services and ensure continuity in service delivery.
