KATHMANDU. Sept 15: As many as 30 bills under discussion in the House of Representatives (HoR) have lapsed following the chamber’s dissolution, a fallout of the Gen Z–led protests.
President Ram Chandra Paudel dissolved the HoR on the recommendation of Prime Minister Sushila Karki and announced elections for March 5. With this decision, all bills that were still under deliberation automatically became inactive.
Stack of bills stalled in National Assembly

According to Tribikram Parajuli, head of the House’s Bill Section, the dissolved House had 30 pending bills: 21 government bills and two private members’ bills originating in the HoR, along with seven bills that had originated in the National Assembly and were sent to the lower house after being passed there.
Parliament Secretariat Spokesperson Ekram Giri said Article 111 of the Nepal Constitution makes it clear that any bill tabled in or passed by the HoR but still under consideration in either house lapses if the House is dissolved or its term expires.
