KATHMANDU, Aug 3: The Commission of Investigation on Enforced Disappeared Persons (CIEDP) has reaffirmed its commitment to ensuring truth and justice through the meaningful participation of victims.

In line with the third amendment to the Enforced Disappearances Enquiry, Truth and Reconciliation Commission Act, 2071 (2014), the Commission held consultations with victims and key stakeholders to draft new regulations. The discussions emphasised the importance of centring stakeholder voices and ensuring their active engagement in the process.

The Commission engaged with former officials, secretaries, families of the disappeared, senior government officers, senior advocates, legal professionals, and other concerned parties during the consultation.

Commission member and spokesperson Srijana Pokharel said that valuable feedback was received on the structure of the Commission, the inclusion of subject-matter experts, mechanisms for truth-seeking and investigation, reparations, psychosocial counselling, security, confidentiality, and other practical challenges and opportunities.

According to the Commission, in-depth discussions were also held on addressing past legal and operational challenges and identifying necessary reforms for the future. The insights gathered are expected to significantly strengthen the legal and procedural foundation of the Commission’s operations.

Pokharel further noted that the preliminary draft of the regulations will incorporate the suggestions received and will be submitted to the government for further consultation. The Commission believes that this input will serve as a cornerstone in advancing a victim-centred approach to transitional justice and guiding the process toward a meaningful and just resolution.
