HoR meeting: Deliberation on principles, priorities of Appropriation Bill continues

KATHMANDU, May 16: The House of Representatives continued deliberations on the principles and priorities of the Appropriation Bill for the fiscal year 2025/26, with lawmakers stressing economic reforms and public service improvements.

Nepali Congress Vice-President Dhan Raj Gurung urged a focus on capital formation, warning that “distribution without production cannot achieve socialism.” He criticized crony capitalism and called for education reforms, including more boarding schools, and better-equipped health facilities.

Other MPs, including Ammar Bahadur Thapa and Abdul Khan, emphasized quality education, healthcare, and nutrition. Deepak Karki highlighted weak governance, while Prem Suwal linked corruption to poor governance. Sarbendra Nath Shukla proposed education upgrades to attract foreign students and reduce brain drain.
